Steam mods wont download

Downloaded Steam Workshop Mods don't work in offline mode? Why? Bug? Did you actually download the mods or just subscribe to them? From what I've read, Steam doesn't store workshop mods on your computer so you'll need to do it manually while connected won't let you access workshop mods while not connected.
